treasury plans to buy long term US debt to replace it by short-term debt

10y rates dropped by a point .. and stocks rise ... aka market manipulation and perfectly legal as done by US govt.

As French 10Y go higher than US ..! Both are right indicating slower growth from here; addionally, Crude near 100 is not helping ..!
